William Conisbee was an English manufacturer that built paper cutters or guillotines as they are often referred to in Europe. This early model is based upon a relatively similar design as used by Fred Ullmer in England and several European makers of the time. To operate the guillotine one would need a sharp knife and a strong arm as the force of cutting is provided by a giant iron hand wheel.
